
This version 1.0 methodology is the result of a joint effort by 24 European organisations in three European projects combined in a cluster to develop a Unified Web Evaluation Methodology. The methodology is based on the W3C Web Content Accessibility Guidelines 1.0 [WCAG10] for priority 1 and 2 checkpoints and will be synchronised with the foreseen migration from WCAG 1.0 to WCAG 2.0 [WCAG20] in the near future. The UWEM 1.0 offers an interpretation of the guidelines agreed among stakeholders within the projects.

The CEN Workshop "Specifications for a complete European Web Accessibility Certification Scheme and a Quality Mark" has been initiated by the Support EAM project in April 2004. Its objective was to get an agreement on the Specifications for a complete European Web Accessibility Certification Scheme and a Quality Mark. This has been achieved and the resulting document (so-called CWA) will be soon published online by the CEN.
This questionnaire is part of the work of the CEN/ISSS Workshop on "Specifications for a complete European Web Accessibility Certification Scheme and a Quality Mark" initiated by the Support EAM project. The objective of this workshop is to reach a CEN Workshop Agreement (CWA) on the specifications of a certification scheme and quality mark for the evaluation of web accessibility. The draft of this CEN Workshop Agreement (CWA) has been released on 20 December 2005 within a public call for comments until 20 February 2006.
The questionnaire is closed. Results will be published in March 2006.
The CEN has made public the Draft CWAs for external comment produced by the CEN Workshop "Specifications for a complete European Web Accessibility Certification Scheme and a Quality Mark".
It is CEN/ISSS's policy to submit draft CWAs that are of public interest to an external enquiry to enable interested parties who are not registered participants in the Workshop also to comment on the draft.
The duration of this external enquiry is 60 days (closes 20 February).
The comments will constitute a valuable input for better understanding the needs of stakeholders. They will influence accordingly the final writting of the CWA.

This document is a draft and shall not be considered as an stable version. The purpose of the 0.5 version of UWEM is to provide a basis for evaluating the draft methodology from all the intended types of testing, including: user-, expert- and (semi-) automated testing of Web resources. This will be done inside the three projects, but also we seek and invite public review. For this purpose we will soon open a discussion list, a questionnaire, a FAQ page and other means to receive your feedback and work on a better document.
The evaluation of UWEM is also planned to provide feedback and contribute to W3C/WAI for future guidelines or versions of guidelines. The document will soon be available in other formats.

About 450 answers from more than 20 countries were received. They represent a great variety of stakeholders with a strong representation of public organisations (58% of non-commercial respondents come from public sector) and Web designers (88% of commercial respondents come from Web companies).

Support EAM and CEN/ISSS are preparing a new Workshop to address "Specifications for a European certification scheme concerning the delivery of a Quality Mark for Web Content Accessibility". Its kick-off meeting is scheduled for 14 April in Brussels. At this meeting, the Business Plan will be approved.

Web accessibility is a challenge for society and it is an objective of the European Commission's Information Society for All programme. In this context and as part of the Action Plan eEurope 2005, the Support EAM project aims to create an e-Accessibility Quality Mark for Web services by the end of 2005. The project is funded by the European Commission and coordinates its activities with the Web Accessibility Initiative (W3C/WAI).
The Support-EAM project is launching an international survey to better identify the needs for a Quality Mark on Web accessibility for people with disabilities and the elderly. It will be available on-line from 14th February to 14th March 2005.

Support EAM partners meet in Paris on 1-2 February 2005 in particularly to work on UWEM (Unified Web Accessibility Evaluation Methodology) and on the CEN Workshop on Web Accessibility which will start early in 2005.
The objective of the workshop is to disseminate information about the policies put in place by governments in different countries to foster equal access to the information society in accordance to European policy and decisions. Participants will be offered an unique opportunity to learn from organisations strongly involved in the battle for a better, more accessible, Web.

Policies and Legislations in favour of e-accessibility in Europe
Support EAM partners meet in Paris on 28-29 October 2004 to set up the workplan for the Support EAM project.
Dominique BURGER (Support-EAM coordinator) will be one of the speakers at the European Workshop on accessibility requirements for Public Procurement in Brussels (19-21 October 2004).
